THE TACUB MASSACRE REVISITED

Thirty-five years have passed since the infamous Tacub Massacre on November 22, 1971. Yet, the memory of the barbarous killing of sixty Moro Maranaos that day still remain fresh in the minds of the Bangsamoro people.
Why and how did it happen?
The national election was held on November 8, 1971. But due to the harassments of the dreaded ILAGA (see box), many Moro voters in Mindanao were not able to cast their votes. Many of them were in the evacuation centers then. A special election had to be set on November 22.

The ILAGA Terror Gang
The ILAGA was a terror gang backed by Philippine government officials, both civilian and military. Its members, composed mainly of Ilongos, a tribe in the Visayas Island, were notorious in sowing terror among the Moro populace in Mindanao particularly in the early 70’s. They massacred innocent Moro civilians and looted their properties. Their signature was the severing of the ears of their victims.
Ilaga is a Visayan vernacular that means rat. Some documents would reveal later, however, that ILAGA was actually an acronym for Ilongo Land Grabbers’ Association.
In his Revolt in Mindanao: The Rise of Islam in Philippine Politics, T. J. S. George quoted a confidential 1973 study by a Muslim activist on behalf of a government department, saying that the Ilaga was founded in Cotabato City in September 1970 by Wenceslao de la Serna of Alamada; Esteban Doruelo of Pigkawayan, who was then running for Governor in Cotabato Province; Pacifico de la Serna of Libungan; Nicholas Dequiňa, a former officer of the Philippine Constabulary (PC); Bonifacio Tejada of Mlang; Conrado Lemana of Tulunan and Mayor Jose Escribano of Tacurong.
Some members of the Teduray ethnic group also joined the ILAGA terror gang. Their leader was Feliciano Luces (a. k. a. Kumander Toothpick), an Ilongo protégé of Philippine Constabulary (PC) Captain Tronco who was then a mayoralty candidate in Upi running against Michael “Datu Puti” Sinsuat.
Both in Cotabato and Lanao Provinces, the terror sowed by the ILAGA was at its peak in 1971. In June 19 that year, in what came to have been known later as the Manili Massacre, some seventy Moro – men, women and children – were mercilessly killed by the notorious gangsters, with the backing of the PC, inside a mosque in Manili village in Carmen, Cotabato.
Aboard five trucks, a group of Maranaos went to Magsaysay town in Lanao del Norte to cast their votes.
When they reached Tacub village in Kauswagan town on their way back to the evacuation centers where they were staying, they came upon a checkpoint of the Philippine Army.
On the pretext of searching concealed weapons, the military men manning the checkpoint ordered those aboard the trucks to alight and lie flat on the road, face down. As soon as they were able to comply with the military men’s order, the deadly command, “Fire!” was heard.
When the gun smoke cleared, at least 60 bodies, bathed in their own blood, lay sprawled on the ground. While some sources placed the number of those killed as thirty-nine or forty, most Muslim sources claim sixty persons were killed.
After an hour, a group of reporters, who covered the special election, arrived at the site of the tragic incident.
The reporters found a small group of soldiers in the checkpoint. Aside from the soldiers, they saw some civilians, apparently members of the much dreaded ILAGA gang, with white headbands checking the trucks.
T. J. S. George described what the reporters found, thus:
“They saw the small bands of soldiers lounging lazily about their checkpost. But a number of civilians with white headbands were rummaging about, inspecting the trucks – and markedly uninterested in the victims of the shooting who were lying in their own blood, a few of them still alive. An elderly man, badly wounded, prayed as his body twitched in spasms. One of the ‘inspectors’ asked him to shut up. As the old man went on praying, the man with the headband kicked him -- and there was silence. A bleeding man tried to stand up, uttered an unusual scream, then slumped, head first to the road.”
The next morning, the story about the carnage spread throughout the country.
“It became painfully clear that there had been some collusion between the soldiers and the gangsters,” as George would put it.
George further explained that “officials searched in vain for a convincing explanation. They faced the unsettling fact that, unlike the Magsaysay tragedy a month earlier, the troops in Tacub had neither the excuse of a siege emergency nor an arguable motive of vengeance. One explanation subsequently offered was that the ambush-killing of troops in Magsaysay in October had generally made soldiers so tense that at the merest suggestion of an attack they pulled the trigger in a reflexive act of self-preservation. But panic hardly justified the lack of attention shown the victims and the accommodation apparently extended to the mysterious civilians in white headbands.”
Much as they wanted to, the government officials did not find any excuse for the barbarous act. No amount of explanations could exonerate them from culpability for that heinous crime.
“The fact that a local patrol could make common cause with underworld and mow down a group of unarmed people confirmed the feeling among Muslims that their persecutors enjoyed the support of the establishment,” George claimed.
Till this day, the hapless victims of the massacre are still crying for justice.

(Kill him, he's not one of us (Muslim) anyway..) for they hate the Christians especially the Ilonggos and the Philippine Army because of this tragic event that rose the boiling anger of every Moros.

my grandfather and my grandmother were deprived of their land which they bought from "MUSLIMS" in Sultan Kudarat. After being paid they farmed the land. When harvest time came, these "MUSLIMS" came back to take by force the land they once sold.

Is this what your religion and your prophet tells you to do?

Nevertheless my grandparents left it for the "MUSLIMS" to grab.

I just warn you, don't push people in Mindanao to the wall or else you know how the 70s were.

1.first Ilaga’s Birth place was Nuro, Upi, Maguindanao. I know cuz i live there and talk to the first generation of ilaga, most are teduray and Ilongo.

2. The ilaga was founded in Upi Maguindanao now known as (Nuro, Upi Sharriff Kabungsuan). Now i am going to tell you a story
When feliciano luces first arrive in Upi with his family(parents and siblings). They saw a piece of LAnd in Upi. When they started to settle there cuz nobody was in there. A Moro Datu means cheif, claims it to be his land so to settle things up or to avoid any conflict the Luces family paid him 2 sacks of rice, after which the datu left. (Note:Upi was never a muslim land it is the land of the tedurays a peaceful tribe, the municipality was founded by the Americans. Upi means yam in their lunguage.) A few months later. The luces family make the land productive. When the datu return he saw it and envy the land. So he threatened the Luces family to give up his land. But the luces rejected it and told him that the land was already bought.

A few day later when Feliciano was in Nuro, the Moro datu and his maguindanaon companion came and harass his family, they rape his sisters and cut off their breast. They mutilate his fathers body and remove his ears and fingers so as his mother, in which they remove her breast, nails, and ears. And they where searching for him and he was not there so they leave a sign that he needs to go away so that those things will never happened to him. (This signs where inflicted to the moro that where being killed by Ilaga in the future to remind them how brutal and inhuman they where)

When he returned he saw the mutilated corpses of his family. He was sunk in deep rage and anger for revenge for the abuse that the muslims are doing in the Christian migrants of mindanao. So he goes deep in to the forest of Upi in which he encountered a teduray village.
He goes in there and talk to the cheif. Saying that he was sent by GOD to help them make revenge. (The teduray people has also have an ancient fude with the moro’s bcuz they claimed some of their lands, kidnap some of them to become slaves in the Mollucas and their beautiful wives where kidnap if a morro have his eyes on her or like her. and so many stories that even there generation today still enduring.)
The teduray cheif didn’t believe him at first and he told him that GOD grant him powers in which bullets cannot hurt him so after which he use the gun to shoot a dog and the dog dies. then he gives the gun to the chieftain and told him to shoot him but this time it was a blank bullet, so he survive after gaining the trust of the teduray people he start playing the culture of the moro (REDO). In every one christian that is being killed, kidnapped, rape or abuse by a moro he is going to wipe out the line of that moro. He need to do this bcuz if you kill one of them they will declare a Redo or (Bloody Feud) in which the whole moro family will kill you.And the Ilaga become popular bcuz there are many victims of the Muslim enslavers.

ILAGA-Is a product of muslim killings in UPI,COTABATO CITY.Muslims tried to take UPI,COTABATO CITY by killing innocent farmers & civillians,they massacred the families of TOOTHPICK thats why TOOTHPICK and the ILAGAS is doing the same to the muslims,its A MERCILESS REVENGE, coz the army was defeated in Cotabato City, I was there, 11th ,12th,13th,16th,17th IB of armies are dying everyday by ,the muslim snipers in KAKAR RIVER back of our house,Marcos kept of sending ILOCANOS TROOPS,LOSS COMAMMND ex convicts freed from jail muntilupa to fight the muslims but they are dying one by one and loaded in the truck army back to ilocos & Manila.So the ILAGA decided to hunt,run after,killed,eat their ears of this muslims,ILAGA(ilongos) has full of hatred against this muslims coz they are the ones started killings & massacred the ilongo farmers,they dont realised how ILONGOS boils their anger with the red eyes,we ilongos are very peace & loving people in nature but become WILD SILENT BEAST when it hurt.The govt army cant protect us that time in Cotabato City,I was holding my shotgun when I was 14 years old on the night when the muslims tried to overtake Cotabato City, but we heard different stories,the ILAGAS defeated the muslim attackers in UPI,COTABATO CITY & the ILAGAS are hunting & killing all muslims in their mountains,we COTABATENOS are happy that a group of christians the ILAGA was the ist group of christians who can fight effectively the muslims. Our time in 1970's only the muslims are brave in Cotabato City, all muslims are afraid of muslims,but the ILAGAS are more brave than the muslims coz they are killed by the ilaga in every town & provinces in Cotabato,ILAGA can erase all muslims by that time but phil. govt stopped the ILAGA from doing this.

Well this is also one misconception about Commander Toothpick which was aid he was a T'duray when he is an ilonggo member of the "Ilonggo Land Grabbers Association" (ILAGA) out to kill Muslims as stated by the late President Diosdado Macapagal as: On the ILAGA Movement, the late president Diosdado Macapagal who was acclaimed to be the 7th lineage of legendary Rajah Sulaiman Mahmud of Manila, has this to say in his writing; Democracy in the Philippines published by Ruben J. Casipag at Ontario in 1976;

“ The Political and short – sighted handling of the Muslim problems under the Marcos reign reached a zenith when the authorities sanctioned and believably helped and armed the ILAGA’s, an armed band of Christians Filipinos, who have waged an operation to kill Muslims. Reports of Massacres both Muslims and Christians in mutual rampage of violence and killings as a result have considerable truth in them. Seeing the hand of the government in the organization and operation of ILAGA, it is understandable that the Muslim have entertained the belief that the administration is out to exterminate the Muslims. Such belief no doubt has intensified Muslim insurgency.”

anonymous is justifying the loss of the Bangsamoro ancestral lands comprising the whole of Mindanao, sulu and Palawan with the injustice done to the Luces family of which land they bought for 2 bags of rice. Is this just and market price of that lands?

He is also justifying the more than two hundred thousand Bangsamoro lives left by the ILAGA and martial with the death of one or two Luces family

politicians who do should be eradicated along with these terrorists.

filipino should learn to become more mature in dealing with issues of this kind and stop fantasizing how some age old grudge gives them a special liscence to kill people.

Mahirap magpatawad, pero subukan natin dahil sa totoo lang, ito lamang ang magtatapos sa lahat. Wala sa kamay natin ang hustisya, makakamit natin iyon sa tamang panahon, sa panahong hindi tayo ang magdedesisyon, sa panahon kung natuto na tayong magpatawad. Respeto sa bagong henerasyon ng bawat Pilipino, sa bawat tao. Wag tayong tumulad sa maling sistema na nakikita natin sa lumipas na panahon. Matuto na tayo at magpatawad.

the truth is, however we explain or try to digest the situation that is happening, it will not change the facts that we are just humans and as humans are also animals. in nature animals reacts to stimuli and in each stimuli a animal experiences there is always a corresponding reaction or sadly more than to the stimuli.

what we are experiencing right now in Mindanao are just ripples of the past. the bottom line is that we should be vigilant on our actions to insure a positive ripple will surface in the future. Muslims and Christian, lets not point fingers we are all equally guilty and capable of doing such atrocities.

the real problem is how to solve our differences? for we are a product of a bastardize culture in which we could no longer say we are this such ethnic group but in practice were not any more such. the only group we can correctly claim is that we are all Filipinos. lets revolt as one against our bastard and prostitute politicians--Muslim and Christian alike.

they are the forerunners of this conflicts the are the ones to be blame. lets not be persuaded my this sweat tangs of this serpents which bites as when we are not aware! lets take up arms and shot them in site and lets make a government of our own which is a product of our own political evolution.

lets be a nation of our own with laws made by us and for us. lets set up a government that is for us that can equally coexist with other nation as well. mabuhay tayong mga Filipino! ma buhay tayo!

the article written by Mr Solaiman is very one-sided, or should i say "BIAS". i just want to call the attention of all readers to analyze the situation first and know all the factors before believing in the message of this article. the author, sad to say, is speaking for one side only(the muslims). how about the story of the other side? i grew up in an area of conflict in mindanao,the story that i came to know is that the ILAGA are not land grabbers,they are a group driven by revenge for the mercilles killing of their families by muslims. so before believing in this one-sided article, think again and do a lot of research, then you will know who started this never-ending conflict in mindanao. you will know who is barbaric and, who are peace-loving...

We just want to clear that our discourse is meant to understand historical facts and course of event in order to understand the deep-rooted armed-conflict in Mindanao not to add to the conflict. For some says "understanding the real problem means solving half of the problem."

I don't think Mr. Solaiman is one sided and "Bias" in his write up, he just merely stated facts of the Tacub Massacre supported with documents written by historians such as that of TJS George who have first hand information of the incident. The case of the Ilaga stories, the cronym for Land Grabbers Association was given by Historians written in their books and some entity who conducted in-depth studies of the incidents.

And if you believe, there are merciless, killing done by Muslims against Christians then I challenge everyone to present a fact supported by proof and evidences that they were true. And after that we will be able to compare the mass slaughter doen to the Muslims of Mindanao from the time of the Spaniards, Japanese, American and up to martial law days to the present Philippine colonial government. In so doing we will be able to know who are evil...This is what you are suggesting to research and study deeper and the best way is to study the true History of Mindanao starting even before the coming of colonizers.

I don't think Mr. Solaiman in his write up "is one sided" or 'BIAS". He just presented the facts of the incidence and history and supported this by documents written by historian, books and data by people who did in-depth studies of the Tacub Massacre or the likes of TJS George and others.

The Ilonggo Lang Grabbers Association acronym ILAGA is not Mr. Solaiman's handiwork but of those historians, researchers and intellectuals who had primary data and information on the indent.

On your issue of as you said "merciless killing against Christians" by the Muslims, I challenged you to enumerate the same supported by proofs and documents that it really happened otherwise I will think you are haunted by your wild imagination or product of "mindset" biases and prejudices planted by your colonizers that the Moro People are "savage" people.

I assure that after that "merciless killings" as you claimed will be enumerated, then we will enumerate to you the "massive slaughters" done to the Moro people supported by facts a
nd documents from the Spanish, Japanese, American invasions all the way down to ILAGA Syndrome, Martial Law and the present regimes All Out Wars to the latest Basilan Carnage.

Only then we will be able to identify who is the greater evil in this conflict in the Bangsamoro Homeland - their Ancestral Domain. And this is what you are recommending of studying and analyzing issues and one best to do this is by studying correct history of the Bangsamoro or Muslims in Mindanao starting before the arrival colonizers in Mindanao.

It is a fact that the conflict of Muslims and Christians started from the battle of Mactan (in Cebu) between the tribe of Lapu-Lapu and the troops of Ferdinand Magellan.One of the purpose of the Spaniards in coming this country is to christianize the natives not to mention about golds, precious stones and of course the lands. It was not the Muslims who came to Spain or Portugal to grab their wealth it was the SPANIARDS teaching in the guise of ROMAN CATHOLICISM yet taking advantage of the ignorance and weaknesses of the natives by grabbing overtly and/or surreptitiously their wealth and lands. What happened in Mindanao as the conflict goes on, is still a continuation of the old STRATEGIES
in grabbing their lands. An honest question which deserves an honest answer: Was there an incident that the Muslim People came in Luzon and Visayas harass the people and grab their lands? SANA NAMAN, MAGPAKATOTOO KAYO!

I was born in Tondo Manila and back then I thought that Mindanao is the island of Muslim and is a chaotic place due to what was fed by local media and press. I never have any idea of going to that place until i was assigned to scout the place from the deepest forest of sultan kudarat down to general santos upto siargao island. I only missed the Zamboanga peninsula because i was recalled back to manila after almost 5 years.

As I scouted the place, I heard the story of the ILAGA that was led by Feliciano Luces from the former veteran Ilaga members in LABUCO (lanao-bukidnon-cotabato).

the story i gathered was almost exactly the same as what the anonymous guy who posted last August 28, 2008 11:31:00 PM GMT+08:00 was telling, regardless of their rituals and witch crafts revealed to me.

Also, selling a piece of land in mindanao during those times with 2 sacks of rice is not impossible, especially if the one who sell it doesn't want to farm a land but instead just want to sit and collect dues from people around him (you know what i mean, these way of thinking is passed down to their children when they collect money from bus company or else they will bomb it.) In fact there was an incident where a 13 year old girl was sold by her dad in exchange of 6 large can of sardines. It sounds ridiculous but its true, explore the place and see for yourself.

There are many tribes in Mindanao, and its not true that pioneer people in mindanao are Moros, but it is more accurate to say that Mindanao becomes a blood bath because of the Moro who want to claim mindanao their own, regardless of the Teduray, Mandaya, tiboli, b'laan, Ata, Bogobo, Banwaon, Bukidnon, Dibabawon, Higaunon,
Kalagan, Mamanwa etc.

Mindanao is a beautiful and peaceful place if greedy and corrupt people don't exist. Explore the place and you will love it, live with its people and witness their kindness and hospitality but be cautious of a tribe that ask for favor after having a debt of gratitude to them, for they will be your silent enemy, they are everywhere. remember that not every smile is true.

To anonymous: And who the hell told you that all people in the archipelago were Muslims when Magellan arrived? Up to know there are at least 114 non-muslim ethno-linguistic groups in the Philippines not to include the mainstream tribes (tagalog, ilocano, bisaya, pampango) who never practiced islam but had their own pre-hispanic animistic faith. At magpakatotoo ka din, do some research and you will be shocked to learn that Muslim slaving raids were fairly common in the pre-historic times. There is clear documentation and historical accounts of Muslim vintas conducting slaving raids capturing the natives in Coron in the the Calamianes island group all the way to Sangley point in Cavite and at the eastern seaboard in the shores of Palanan in Isabela. Did you know that the exchange of slaving raids conducted by Muslim warriors into the Illongo territory is well documented? Get a copy of Professor Rudy Rodil's book on Mindanao and the Pre-hispanic Barangay of William Henry Scott and you will be educated, you sorely need it!

History tells us that Mindanao is for the Moros, not for the Ilongos or any other tribes. Iloilo is for the Ilongos, Ilocos is for the Ilokanos, Cebu is for the Cebuanos. etc. Before these tribes from Luzon and Visayas came, the Moros have their own system of government and were very peaceful. Upon arrival, thse tribes, with the full support of the governmnt, started the "legal squatting" of the lands of the moros. The government use thse tribes to marginalize the moros thru implementation of programs, exclusively for these tribes only, like the 1. National Authority for Reforestation and Rehabilitation Administration (NARRA), 2. Land Settlement and Development Corporation (LASEDECO), 3. Economic Development Corporation (EDCOR), etc. Logging companies (e.g Sarmiento Logging Company), fully backed by the government, were also used to marginalize the Moros. In every virgin forest that they occupy, they left resettlement, exclusively for Christians only, fully supported by the government thru implementation of dev't programs and projects.

Other Moro marginalization strategies of the Government is the enactment of these laws favoring the settlers from Luzon and Visayas:
1. Public Act 718, issued on April 4, 1903, voided all property and acreage of Mindanao sultans unless these pieces of property had been recognized as the sultanates by the colonial government.
2. Public Act 926, issued on October 7, 1903, declared all unregistered land tracts in Midanao as public domain and open for homestead.
3. Public Land Act of 1919, appropriated a maximum of 10 hectares in homestead lots to Muslim Filipinos, and 24 hectares lots to non-Muslim Filipinos.
Sowing terror was also used by the government to marginalize the Moros. During the Martial Law period, The Philippine Army, Philippine Constabulary, ILAGA, CHDF, etc. mercilessly killed hundreds of thousand of Moros and grabbed their lands. These is what happened in Isulan and Esperanza, Sultan Kudarat in 1973 where the Ilonngos thru the ILAGA forced the Moros to leave their lands.
I mentioned only few of the "Moro marginalization strategies" of the government through these tribes from Luzon and Visayas. As a result, most of the fertile lands of the Moros are now owned by the Christians thru the "legalized land grabbing" programs of the government.

MINDANAO IS FOR THE MOROS AS ILOILO IS FOR THE ILONGOS AS ILOCOS IS FOR THE ILOCANOS AS CEBU IS FOR THE CEBUANOS.
